How to verify an RPA certification in Quebec
In Quebec, every private seniors' residence (RPA — résidence privée pour aînés) must be certified by the Ministère de la Santé et des Services sociaux (MSSS). This certification is not optional: an uncertified residence is operating illegally and offers residents no quality guarantees or legal protection.
Why certification is crucial
RPA certification guarantees that the establishment:
- Has passed a compliance inspection against provincial standards
- Has the required qualified staff for its category
- Meets physical safety and fire safety requirements
- Is registered in the public registry accessible to everyone
- Can be the subject of formal complaints to the authorities
An uncertified residence has no legal obligations toward you and cannot be subject to regulatory inspections.
The public registry of certified RPAs
The MSSS maintains a public registry of all certified RPAs in Quebec. To verify a residence:
- Go to the MSSS website (Registry of private seniors' residences)
- Search by residence name, address, or region
- Check the status: certified, in renewal, or not certified
- Note the category (1 to 4) and the certificate expiry date
You can also call your local CIUSSS to confirm the status of a specific residence.

Your CIUSSS can inform you of formal complaints filed against a residence, within the limits of confidentiality. Ask whether any complaints have been handled recently.
Verify management stability
Frequent changes in management or ownership are often an indicator of internal problems. Ask how long the current management has been in place.
